Manila, Philippines – The members of the Philippine Postal Corporation (PHLPost) Board of Directors unanimously re-elected Director Stephen C. Cruz as Chairman of the Board of Directors and Director Luis D. Carlos as Postmaster General and CEO, today, August 15 during a special board meeting called for this purpose.

PHLPost is a government-owned and -controlled corporation in which the Chairman and the Postmaster General shall be appointed to its governing board and nominated by the President of the Philippines. Where the CEO is confirmed and elected annually by the members of the board, consistent with Republic Act 10149.

In a bold move to bolster the nation’s postal services, President Ferdinand “Bongbong” Marcos Jr. has reaffirmed the appointment of Mr. Luis D. Carlos as Postmaster General and CEO of the Philippine Postal Corporation (PHLPost) on 16 July 2024.

The President has also expressed his desire that the former Justice of the Court of Appeals, Director Cruz be elected as Chairman of the Board of Directors.

Together with newly appointed PHLPost Board member Mr. Ricardo R. Blancaflor, they were sworn-in by Barangay Captain Ronaldo D. Cantores of Brgy. 191 Zone 20 in Pasay City.

PMG Carlos, who initially assumed Acting Postmaster General and CEO in April 2023, took his Oath of Office before Chief Justice Alexander G. Gesmundo at the Supreme Court of the Philippines on 19 July 2024, Friday. This decisive action highlights PMG Carlos’ relentless dedication and visionary leadership in transforming PHLPost into a paragon of reliability and innovation in the Philippine postal industry.

Before his oath-taking, President Marcos, through Executive Secretary Lucas P. Bersamin, officially appointed Mr. Carlos as a Member of the Board of Directors of PHLPost, effective from 01 July 2024 to 30 June 2025. Furthermore, President Marcos has also approved PMG Carlos’ nomination to continue serving as Postmaster General and CEO, solidifying his leadership role.

PHLPost, under PMG Carlos’ stewardship, has embarked on several initiatives to modernize postal services and enhance operational efficiencies. During his tenure as Acting Postmaster General, his core agenda was good governance. He was able to lower the cost of fuel from PHP 107 in April 2023 to the regular pump price, which resulted in a significant reduction in the corporate fuel budget. He has also been able to increase international visibility by getting grants

from different postal administrations and international partners to increase operational efficiency at no cost to the corporation. He continuously collaborated with law enforcement groups to fight technical smuggling using the postal services which resulted in the entrapment of millions of pesos worth of contraband packages, the majority of illegal drugs and endangered animals at the Central Mail Exchange Center in the airport area.

As Acting Postmaster General and CEO, he saw advancements in service delivery, digital transformation initiatives, and strategic partnerships to bolster PHLPost’s role in the digital economy.

With almost 20 years of experience in the postal industry, PMG Carlos brings a wealth of knowledge and a strong good governance style to PHLPost. His leadership has been instrumental in navigating the challenges posed by the global pandemic, ensuring the continuity of postal services essential to individuals and businesses nationwide.
