The Government of India through its Department of Posts and the Asian Pacific Postal Union (APPU) has successfully concluded the External Capacity Building Program Training Seminar for Philippine Postal Corporation (PHLPost) Fifty (50) postmasters and personnel including a total of almost eighty (80) online participants nationwide held from April 23-25, 2025, at Arden Hills, Quezon City.

India, as a key channel partner of the APPU, provides development assistance to member countries through its foreign aid program. This assistance can include funding for training programs, infrastructure development, and other initiatives aimed at improving postal services.

The 3-day activity provided PHLPost managers with valuable insights to enhance operational efficiency and leadership capabilities in the postal sector.

Under the theme “Best Practices in Managing Post Office”, key sessions were facilitated by Mr. Anucha Soonglertsongpha and Mr. Sandeep Kunnathodi Puthanveedu (Sandeep KP), both distinguished lecturers from the Asian-Pacific Postal College (APPC).

Adding significance to the event was the presence of Dr. Vinaya Prakash Singh, Secretary General of the Asian-Pacific Postal Union (APPU), whose participation underscored the regional importance of postal modernization and workforce development.

“Training postal employees within the Philippines is often more cost-effective than sending them abroad, especially in terms of travel, accommodation, and other related expenses”, Postmaster General Luis D.  Carlos said.

He added, “Through collaborations with International partners and sending foreign lecturers to the country, valuable knowledge and expertise can be shared and transferred to local participants through workshops and training sessions.

This partnership between PHLPost, APPC, and APPU reflects a shared commitment to nurturing a forward-looking, service-oriented postal organization in the Philippines.

PMG Carlos said, “PHLPost is truly honored to learn from leading experts and trainers from APPU as they share best practices in post office management, including Customer Relationship Management, the Digital Transformation of postal operations, and achieving operational excellence”.

He added, “These timely and valuable insights will surely help the postal service enhance our practices across our post offices nationwide, enhancing their skills and knowledge in postal operations and marketing”.
