In an effort to digitize and modernize the services of the Philippine Post Office, President Rodrigo Roa Duterte launched a new range of innovations to improve the operations and delivery of the country’s postal system during his visit at the historic Manila Central Post Office building in Liwasang Bonifacio on May 19, 2022.

Postmaster General Norman Fulgencio and Board Chairman Raul Bendigo along with Post Office officials and employees welcomed the arrival of the President as he led the inauguration of 46 new fleet of vans that will speed up the delivery of mails and improve its network capabilities in cities and municipalities nationwide.

President Duterte launched the three Post Office Digital Innovation services on display inside the lobby of the iconic building, which shall soon be available to the public. These include the Mobile App, the Enterprise Resource Planning (ERP) covering the digitalization of the entire organization which includes the New Website, Mail Management System (MMS), Corporate Financial Management Information System (CFMIS), Financial Counter System (FCS), Human Resource Information System and the cutting edge Postal Card with advance financial features, which was exhibited to showcase the following services.


Postmaster General Norman Fulgencio explained that the Mobile App will bring the Post Office into the mobile phones. The mobile app will be used for online remittance, bills payment for all major utilities, merchant payments for government contributions in SSS, GSIS, PHILHEALTH, and PAG-IBIG, mail tracking, mail service fee computation and many more”, Postmaster General Norman Fulgencio said.

“These will streamline the procedures and processes in postal operations in order to further improve the competence, proficiency and efficiency of the Post Office in delivering its services to the people”, Postmaster General Norman Fulgencio said.

He added, “armed with Tapang and Malasakit, the Duterte administration paved the way for greater public convenience, transparency, accountability and modernized public service.”

All of these improvements are part of the Post Office’s Hatid Malasakit campaign.


President Duterte expedited the delivery of government services to Filipino citizens as embodied in Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

To improve and enhance the delivery of services, four new systems will be interconnected as part of its Enterprise Resource Planning (ERP), specifically to innovate in response to changing market needs, technologies, and internal strategic priorities of the Post Office.

“The public can now have access to the new website which will have many new features. It offers online payment of Customs taxes and duties for post office parcels that will provide convenience and efficient delivery of services to the public”, Fulgencio said.

In addition, “Filipinos abroad and even foreigners, especially the collectors all over the world, can now shop online to buy Philippine stamps and philatelic items through its online Postal Shop. The Post Office can now offer its Philippine stamps and philatelic items to the world which will showcase the beauty, talent and ingenuity of Filipinos”, he said.

First, the Mail Management System (MMS), the highlight of this system is that it allows the real-time information on the whereabouts of every mail item. To speed up the process, an automated letter sorting machine can process 40,000 mails per hour.

Second feature in the mail operations is the Financial Counter System (FCS) which will check all the transactions at the post office counter through scanning of the barcode at the teller window.

Third is the Corporate Financial Management Information System (CFMIS) which will allow the online execution and monitoring of all financial transactions and activities of the Post Office.

Fourth is the Human Resource Information and Payroll System (HRIPS) where all employee’s payroll, attendance, recruitment and training shall be done online.

The introduction of the first Postal Card innovation will be the comprehensive solution to modernize and digitalize the post office’s pre-existing services such as local and international remittance, pay-out services for the beneficiaries of NGO’s like Philippine Red Cross, IRC, Save the Children Philippines, Oxfam and the like, as well as, collection services for government mandated contributions such as SSS, GSIS, PHILHEALTH, PAG-IBIG, etc.

The first Postal Card used the latest technology in its security and data capturing, it uses advanced IRIS scanners and 4-4-2 finger biometrics capturing. It is compliant with the ICAO Global Standard used by border security control in first world countries. Aside from the state-of-the-art technology of the card itself, the Postal Card Issuance Machine is the first of its kind in the Philippines which will be eventually deployed in key areas of the country.

Online registration for the postal card starts on May 24, Monday. The public can visit their new website at www.phlpost.gov.ph.

Postmaster General Norman Fulgencio said that all of the Digital Innovation shall be monitored at the established Command Center where the dashboards of the Post Office new systems can be accessed by the management for real-time monitoring of the operations in the whole country. The Post Office Command Center located at its main headquarters will empower the Post Office management to closely monitor and continue to upgrade its products and services for the Filipino people.
