In reference to PHLPost Circular No. 25-65, dated 23 September 2025, this Corporation is pleased to announce the resumption of acceptance of mail class letters and documents to the USA, effective immediately.

The move follows the resolution of issues surrounding the suspension of the U.S. duty-free de minimis exemption and related customs collection requirements, which prompted the temporary suspension of all outbound mail to the USA last 28 August 2025.

“With this development, we are pleased to inform the public that PHLPost can once again accept letter and document mail bound for the United States. This ensures that Filipinos can continue to stay connected with their families, friends, and business partners overseas,” said Acting Postmaster General and CEO Maximo C. Sta. Maria III.

PHLPost emphasized that the partial resumption applies only to letter and document mail classes. Other mail categories such as parcels and express items remain suspended until further notice, pending additional guidance from U.S. authorities.

Customers are advised to:

  • Confirm that their outbound items fall under the letter/document classification;
  • Check updated notices at post office counters and service areas; and
  • Await further announcements on the full resumption of other mail categories.

For other postal items previously withdrawn during the suspension period, the retrieval and refund process remains in effect in accordance with earlier guidelines. Meanwhile, letter/document mail items already posted but held during the suspension will be dispatched instead of refunded.

PHLPost assures the public of its continued coordination with international postal and customs authorities to fully restore services to the USA as soon as possible.
