To mark the 50th Founding Anniversary of Ilocos Sur Community College (ISCC), the Philippine Postal Corporation (PHLPost), Postal Area 2, met with ISCC Administrator Dr. Roel Palo Anicas on 20 August 2025 and discussed the proposed issuance of a special commemorative stamp.

This initiative highlights PHLPost’s commitment to honoring institutions that have contributed to education and community development, while preserving history through philately.

ISCC was established in 1975 by the Honorable Luis “Chavit” C. Singson, former Governor of Ilocos Sur, to serve the educational needs of marginalized Ilocano youth. From its first midwifery program, the college has expanded its course offerings and has become a vital institution of higher learning in the region.

The college celebrated its golden anniversary in May 2025, marking five decades of service to the community. To further commemorate this milestone, Dr. Anicas formally proposed the issuance of a commemorative stamp.

He noted that commemorative stamps are more than just symbols of postage. They preserve institutional history, celebrate achievements, and foster pride and unity among students, alumni, faculty, and the wider Ilocano community.

Area Director II Merma Lea R. Abalos, who represented PHLPost in the meeting, expressed strong support for the initiative. She said, “The PHLPost has always recognized the role of commemorative stamps in honoring our institutions and their milestones. These stamps serve as lasting reminders of history, values, and culture. Through this commemorative stamp, PHLPost is honored to highlight the enduring legacy of ISCC and to share it with the entire nation and the world.” 

The commemorative stamp for ISCC’s 50th Anniversary is scheduled for the last quarter of the year, coinciding with Dr. Anicas’s 100th day as College Administrator.

PHLPost emphasized that this initiative reflects its mission of using postage stamps as cultural and historical markers, celebrating Filipino achievements, and inspiring future generations.
