ADDENDUM NO. 2020-01

  

Subject:        Procurement of Services for the Conveyance of Domestic Mails, Standard and Cumbersome Parcels by Sea with a total ABC of Php 21,632,699.05;

                       

 

TO ALL CONCERNED BIDDERS:

 

Please be informed of the amendments and additional information in the Terms of Reference of the Bidding Documents for the abovementioned procurement project, as follows:

 

“3.  Scope of Works:

 

3.1    The SERVICE PROVIDER shall transport, carry by sea, various classes of mails, parcels/cargoes and empty mail bags of PHLPost on a “must load basis”, strictly in accordance with the timetable that shall be specified in the Domestic surface/vessel conveyance schedule that shall be provided through the Office of the Assistant Post Master General for Operations or his duly authorized representative/officer.

 

3.2 Undertake Door-to-Door Delivery of various classes of mails, parcels/cargoes, and other items to the loading bay of the specific destination Mail Distribution Center/s, Post Office/s, or warehouse.

 

3.3  The SERVICE PROVIDER shall provide SMED with the schedule of departures and destinations of the sea-going vessel during the first (1st) week of each month or at least two (2) weeks before the estimated departure (ETD) of the ship to the designated destinations. PHLPost shall not be liable for any detention charges that might be incurred during transaction.

 

3.4    The SERVICE PROVIDER shall ensure that the mails of PHLPost shall be carried and transported with due celerity, certainly and security in a diligent, efficient and suitable manner from the time of loading of the items up to the final receipt of the consignees.

 

3.5    The SERVICE PROVIDER shall be liable for the security and inviolability of the mails/cargo from pick-up, storing, and transport to destination until it is received by the consignee (Area Office, Distribution Center/Post Office). Tracking and Tracing of the mail dispatches at all stages of conveyance and or transportation.

 

3.6    The SERVICE PROVIDER shall load mails preferably 2x a week to the list of destinations hereto attached mark as Annex “A” or scheduled conveyance of vessel to destinations by loose container load (LCL) or full container load (FCL) by 20 Footer in the case of mail/logistics volume will arise or, as requested by the consignor/shipper.

 

3.7    The SERVICE PROVIDER must have available appropriate and/or adequate transportation facilities (closed van, containers and trailer truck/tractor head to transport the mails/cargo of the shipper/consignor to warehouse to store mails/cargo awaiting for the scheduled trip. The mails/cargo shall be picked-up at the Surface Mail Exchange Department (SMED) located at the 2nd St. Bonifacio Drive Port Area, Manila or at any designated warehouse.

 

 

4.  Service Provider shall:

5.  Deliverables:

9.  Terms and Conditions:

 

     9.2    PHLPost’s maintains nationwide service coverage and shall ensure that all destination routes are being served.  Thus, the BIDDER shall indicate the bid in ALL 18 LANES/DESTINATION ROUTES but the evaluation of the bid shall be on a per lane/route basis.           

 

Non-indication of bid proposal in ANY of the listed lane/route shall render the bid as disqualified. Reading of the succeeding bid/financial proposals shall be terminated.”
