For the Procurement of Digital Weighing Scales and Test Weights (Re-Bidding)


The Philippine Postal Corporation, through the CY 2017 Corporate Budget for the contract approved by PHLPost Board of Directors, intends to apply the sum of Five Million Four Hundred Eighty Nine Thousand Three Hundred Forty Pesos (Php 5,489,340.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Digital Weighing Scales and Test Weights (Re-bidding) with the following details:


Description                  :           Digital Weighing Scales:

Must have lower and upper cell support (table top only)

LCD numeric digits, LED backlight

Two (2) independent configurable & Bi-directional serial ports

Powered by mains or internal rechargeable battery, charger supplied

Auto calibration facility w/ standard weights

Full capacity tare function

The weighing scale should have serial port (ready to be connected to computers)

For Platform Digital Weighing Scales:

Capacity: 50kgs., Least Count: 5grams, Pan Size: 400 x 400mm

For Table Top Digital Weighing Scales:

Capacity:  2kgs., Least Count: 1gram, Pan Size: Plate

Training should be conducted in the calibration weighing scales.

After sales service for labor and spare parts for three (3) years

Test Weights: Make: Cast Iron (Cylindrical)

  1. Prospective bidders must be in the business for at least three (3) years prior to the deadline for submission and receipt of bids.  Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project.  The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders.


Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.


Interested bidders may obtain further information from Bids and Awards Committee (BAC), Philippine Postal Corporation, and inspect the Bidding Documents at the address given below from June 15, 2017 to July 05, 2017 from 8:30 AM to 4:30 PM.


A complete set of Bidding Documents may be acquired by interested Bidders from June 15, 2017 to July 05, 2017 at the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Php 10,000.00.


The Philippine Postal Corporationwill hold a Pre-Bid Conference on June 21, 2017 at 1:00 P.M., Business Operations Center, 3rd Floor, Post Office Main Building, Liwasang Bonifacio, 1000 Manila, which shall beopen only to all bidders who have purchased the bidding documents.


Bids must be delivered to the address below on or before July 05, 2017 until 10:00 A.M.  All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the bidding documents.


Bid opening shall be on July 05, 2017 at 1:00 PM, Business Operations Center, 3rd Floor, Post Office Main Building, Liwasang Bonifacio, 1000 Manila. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the said address.  Late bids shall not be accepted by the BAC.


The Philippine Postal Corporationreserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
